Membership and credential records with explicit decisions

Membership workflows can retain the program, applicant, decision status, effective dates and renewal context when the participating brand actually operates that membership. A registration alone is not membership.

Credential records can link an issued credential to a person or organization, the issuing program, evidence and verification status. Issuance requires a real decision by the applicable program; IOXN Access records that decision rather than manufacturing it.

Where relevant, supporting evidence, issue dates, effective dates, expiration dates or renewal dates can be attached to the governing record so the current status is explainable.

Only eligible records should be exposed publicly, and the public response should be narrower than the private operating record.
