When to use an application
Use an application when the central question is whether a person or organization should be admitted, authorized, recognized or accepted into a defined program. It is different from requesting a commercial scope or starting project delivery.
Inputs
Inputs vary by program but can include applicant identity, organization, relevant qualifications, requested participation, jurisdiction, supporting documents and attestations.
Method
The application enters a controlled lifecycle. Authorized reviewers can inspect evidence, request missing information, record a decision and retain the decision history.
Output
The output is a decision-governed application record. If approval legitimately creates another record such as a membership or credential, that downstream record should be created explicitly rather than inferred.
