Documents can support an engagement without proving a public claim: briefs, requirements, proposals, agreements, project files and other operational materials may all belong to a record.
Evidence
Evidence is information intentionally submitted or reviewed to support a decision or verifiable statement. Evidence can be accepted, rejected or superseded without automatically changing the governing record unless an authorized workflow performs that transition.
Method
Files and evidence are linked to the relevant record rather than stored as context-free uploads. This preserves provenance: what the item supports, who reviewed it and which status it relates to.
Privacy
Private evidence and documents remain protected by access controls. Public verification should expose only the minimum public facts required for the verification purpose.
