What to expect before and after an IOXN intake

Evidence and verification rules

Before submission

Choose the closest capability or offer, identify the objective, jurisdiction, stage, timing, constraints and relevant workstreams, and gather supporting evidence only where it materially helps qualification.

At submission

A connected intake can create a confidential hidden Submitted record and return its IOXN Record ID. The record exists for review; it is not approval, authorization, certification, membership, partnership, financing or contract formation.

During review

The operator can request missing information, qualify the record, define the next action, request a scope, prepare a proposal or decline the request. Those states should remain explicit.

Fallback expectation

If canonical persistence is unavailable, the interface should say so and preserve a usable fallback rather than claiming that IOXN Access stored the request.
